Arthur Kennedy Ross – Red Deer, Alberta

Arthur Kennedy Ross was convicted of sexual assault and sentenced to two years’ imprisonment. His application to appeal the sentence was dismissed in 1994.

He was subsequently sentenced to 16 years for sexual assault and was declared a dangerous offender after it was determined that he had threatened a staff member.  He was released some time before mid 2014. https://ca.vlex.com/vid/r-v-ross-681381973

He has been attending gospel meetings this past year. The Workers spoke to police and were told that because gospel meetings were in a public place, there was nothing they could do to stop him from coming. He was told to sit at the back and be the first one to leave. The last few meetings that were held he came with his daughter and he lingered at the back, but never spoke with anyone (because everyone knew who he was). It was very uncomfortable for those who faithfully attended with children. He was not allowed fellowship meetings due to the homes being privately owned.

  1. I think there was inappropriate advice given.

    Alberta’s Petty Trespass Act and Trespass to Premises Act also create offences for entering a person’s land without permission. They also set out pretty steep fines for breaking these laws. The penalties depend on whether or not the trespasser had notice (oral or written) not to enter onto the land.

    A person cannot enter onto land without the occupier’s permission if entry is prohibited with a notice, such as a “No Trespassing” sign or a verbal warning. A person must also leave the land immediately after being directed to do so by the occupier or some other authorized person, such as a security guard.

    The quote is regarding land but any premises occupied may be subject to the same Acts. Talk to a lawyer.

  2. But he probably repented and passed the risk assessment test. So what’s the gripe workers and friends? Isn’t that pretty much your current status quo?

  3. Wow not impressed. Another instance where Valarie Colli did not inform us in the field and instead swept it under the rug. Many in Red Deer new there was some sort of issues as he is creepy. He gives a death glare an has shown many times his anger.
