This is an excellent undertaking by WINGS. It could be useful to any international organization to have easy access to the minimum reporting requirements.
That said, WINGS is correct to advocate “that the Gold Standard is for every adult to report any reasonable belief that a person under the age of 18 is being, or has been, abused or is at risk of sexual abuse. i.e. past or present abuse.” That standard is equal to, or better than any legal requirement in the world.
Wonder if anyone else has noticed that the vast majority of efforts suggested for dealing with CSA involve “After it has happened” (reporting .. counseling services .. support services.. isolating perpetrators etc).
Few serious, definable, concrete efforts to stop CSA from happening in the first place.
